Sources said the FC targeted localities, including the Hindu Mohalla (neighbourhood), and added that the number of fatalities could increase. Akbar Bugti claimed that a rocket hit one of his rooms and that the FC was targeting civilian areas in the city. The Government had started a full-fledged military operation in Balochistan, Akbar Bugti added. "They’ve started and we’ll see who’ll finish this game," he told AP by satellite phone from Dera Bugti. Meanwhile, Col. Rizwan Malik claimed the fighting commenced after Bugti tribesmen shot at trucks carrying FC personnel in the mountains of Sangsela. Intelligence sources reported that at least 16 tribesmen were killed in the clashes.

The Frontier Corps (FC) personnel and Bugti tribesmen reportedly clashed with each other near Sangsela in the Dera Bugti district of Balochistan province on March 17. While Bugti chief, Nawab Akbar Bugti, claimed that 50 civilians, including women and children, were killed by the FC personnel, a spokesman for the latter said five FC personnel were killed and at least 19 sustained injuries. The Government is yet to confirm the FC death toll, but said at least five FC personnel were wounded and that Bugti tribesmen had laid siege to about 40 FC personnel, including Col. Rafaqat, and Dera Bugti District Coordination Officer, Abdul Samad Lasi.

According to Nation, hundreds of people fled their homes in the Dera Bugti town of Balochistan province on March 19, fearing renewed clashes between the troops and tribal insurgents and after a tribal chief warned them to take care of their own safety. Balochistan Government spokesperson, Raziq Bugti, said the exodus was sparked off after Nawab Akbar Bugti told officials and paramilitary forces to leave. District administrator, Abdul Samad Lasi, said 90 percent of the Dera Bugti population had left the town. Lasi added that at least 1,500-armed Bugti insurgents have taken up positions in the mountains outside the town and were waiting for an order to attack. As reported earlier, fierce gun battles between the tribal insurgents and troops in the area have killed at least 30 people and wounded more than 70.

The Federal Interior Minister, Aftab Sherpao, stated at a press conference in Islamabad that casualty figures claimed by tribesmen were ‘exaggerated’ and ‘baseless’. Sherpao said 21 civilians, including two Hindus, have been killed in the clashes while 34 have been injured, contrary to the claims of tribal leader, Nawab Akbar Bugti, who put the figure of killed at 60 with 150 injured. Eight troops died and 23 sustained injuries during the clashes, according to the Minister. The Minister while denying any plan to conduct army operations in Balochistan added that the paramilitary forces were capable enough to cope with the situation. "We plan no military operation in Dera Bugti but the Army troops present in Sui area are being moved to protect Sui gas installations and the FC personnel present there have been relieved," said Sherpao. He also disclosed that Bugti tribesmen had fired 200 rockets upon the Frontier Corps (FC) personnel, including 107 MM free flight-rockets.

The Governor said up to 45 people, including eight soldiers, were killed in the fighting. On March 20, about 3,000 people, primarily women and children of the Bugti tribesmen, also left the town because they fear fresh fighting, said district administrator Abdul Samad Lasi. "The situation in Dera Bugti is very tense. You can expect anything (to happen)," Lasi told Daily Times. Citing intelligence reports, Lasi said about 5,000 armed Bugti tribesmen had taken up position on mountains near the town and that FC personnel were ranged against them.

A case has reportedly been registered against Nawab Akbar Khan Bugti, his grandson Sardar Bramdagh Bugti and 150 others at the Dera Bugti police station. According to the District Coordination Officer of Dera Bugti, Samad Lasi, the case has been lodged by Frontier Corps (FC), for attacking an FC convoy, killing and injuring FC personnel, destroying national installations and disrupting law and order on March 17. According to Daily Times, Nawab Akbar Bugti, chief of the Jamhoori Watan Party, has rejected proposals presented by the visiting parliamentary delegation that met him on March 22 in Dera Bugti. The 15-member delegation visited the Balochistan province to ascertain the cause of clashes between the Frontier Constabulary (FC) and Bugti’s guards on March 17. The delegation reportedly presented him proposals to normalise the situation, which Bugti rejected, saying the Government should first improve the situation in Balochistan and arrest the FC personnel responsible for the March 17 incident. About meeting President Musharraf, Bugti said that he would not beg because "he isn’t weak".

During their three-hour long meeting at Bugti's residence, the two leaders discussed various suggestions to improve the situation in Sui and Dera Bugti, according to Dawn.
